Seramai 24 penduduk Kampung Buah Pala menerima rumah teres dua tingkat
yang bernilai kira-kira RM500,000 selepas kemelut yang melanda kampung
itu dua tahun lalu.
Ketua
Menteri, Lim Guan Eng berkata, pemberian itu adalah hasil kerja keras
banyak pihak termasuk Kerajaan Negeri yang sentiasa prihatin terhadap
hak penduduk kampung berkenaan.
“Kita bukannya menganiaya
mereka seperti yang dituduh pihak tidak bertanggungjawab. Kini penduduk
tidak perlu risau kerana sudah dapat hak mereka dan ini juga bukti kita
tunaikan apa yang dijanji.
“Saya bersyukur kerana Kampung Buah
Pala masih kekal di sini bersama penduduknya walaupun namanya kini
ditukar kepada Taman Buah Pala. Keadaannya juga seperti dahulu cuma
rumah yang dibina lebih selesa.
“Pada 2009, Mahkamah
Persekutuan memutuskan bahawa penjualan tanah kampung ini adalah sah dan
pemaju berhak meneruskan projek mereka. Suka tidak suka, kita perlu
terima bagi menghormati undang-undang.
“Namun Kerajaan Negeri
mengambil inisiatif berunding dengan pemaju untuk mendapatkan pampasan
buat penduduk dan kita bernasib baik kerana mereka menerima cadangan
Kerajaan Negeri.
“Setelah berunding, seramai 24 keluarga
bersetuju untuk menerima pampasan yang diberikan namun sembilan lagi
tidak mahu menerimanya. Mereka mengatakan kita buat janji kosong dan
menipu,” katanya.
Sementara itu, seorang penduduk, Annie Rose
Micheal, 75, berkata, dia lega penantian selama dua tahun akhirnya
berbaloi apabila diberikan sebuah rumah teres dua tingkat yang selesa
untuk didiami bersama anak-anak.
“Selama ini saya hanya menyewa
di sebuah rumah berdekatan kawasan ini selepas rumah saya dirobohkan
dua tahun lalu,. Saya gembira dengan pemberian ini,” katanya.
Pada majlis berkenaan, Guan Eng menyampaikan kunci rumah kepada semua
penduduk kampung itu termasuk sembilan keluarga Melayu... Mana TV3??

GEORGE TOWN: The Malay Contractors Association of Malaysia, which has in the past accused Penang Chief Minister Lim Guan Eng’s administration of marginalising Malay businesses, apologised to him today through a delegation to his office here.
The association’s deputy president Datuk Mohammed Fadzill Hassan, who headed the delegation of about a dozen members, personally tendered his apology to the state government.
He said they wished to cooperate and work along with the administration. Lim responded by describing the new outcome as a “positive turn of events”.
“I hope we can start a new relationship based on facts and not emotion,” he said.
Lim stressed that accusations that Malay contractors were sidelined under the current Pakatan Rakyat government were untrue.
“Malay contractors are able to perform very well, as most of those who have won contracts under the state’s open tender policy are Malays,” he said.
He said that previously, companies won contracts with the state government because of political connection, but now under the Pakatan Rakyat administration, contracts were issued on merit, with considerations given to quality and best pricing.
It is understood that the delegation had also spoken to Lim about retracting the names of 49 contractor members listed in a circular by Lim’s office to all department heads in the state government.
Lim said the state had not blacklisted the any company.
“We only want to ensure that all government contractors are competent and qualified, and not cronies of anyone,” he said at a press conference before the closed-door meeting with the delegation.
In one of his last attacks on Lim in December last year, Mohammed Fadzill, who is also the association’s Penang branch chairman, had alleged that Malay contractors were awarded only state projects of insignificant value.
Lim had responded by showing records that Malay contractors had been given 94% of the state’s Public Works Department (PWD) contracts and all the state’s Drainage and Irrigation Department (DID) projects.

Instead, Mohamed Fadzill said he had offered an apology if he had used coarse language while speaking with the first-term CM.
The businessman added the visit to the CM’s office was at the latter’s request and to “discuss” the issue of 46 Malay contractors accused of being “Umno cronies”, which had been highlighted in the Malay-language media.
Today, the state government played a video recording of the duo’s meeting to prove Mohamed Fadzill had clearly apologised to Lim.
“It’s clear isn’t it?” Lim asked reporters here after airing the short clip.
“I don’t understand why, after he said that, he retracts his statement,” Lim, who is also DAP secretary-general, added.
State executive councillor Abdul Malik Abdul Kassim, who was also present at the media conference, said the video clip clearly showed it was Mohamed Fadzill who was “twisting the facts”.
The exco in charge of state domestic trade and consumer affairs added he would be meeting the PKMM deputy chief later today for an explanation before deciding whether to take action.
The dispute started last month when PKMM accused the state government of “blacklisting” 46 Malay contractors in awarding projects in the past two years since taking over power from the Barisan Nasional state government.
Lim’s administration promptly disclosed the full list of awards that showed Malay contractors had received almost 100 per cent of the tenders amounting to RM40 million.

GEORGE TOWN (Jan 19, 2011): Penang attracted the highest amount of investments in the country last year, recording a total RM12.238 billion, a jump of 465% compared to the total investments in 2009.
In announcing this, Penang Chief Minister Lim Guan Eng, who cited figures obtained from the Malaysian International Development Agency (MIDA), said it was a pleasant shock that Penang came up first last year.
"We did not expect to be the top state with the highest amount of investments, we were thinking that we'd be in second or third place," he said.
Lim, who could not stop beaming when announcing the news, said this once again showed that Penang really takes the lead.
"This is the first time in history that Penang has topped the list of investments amongst all states and has the highest investment received ever," he said.
He attributed the success to the hard work of the 1.6 million Penangites, state government leaders and agencies as well as federal government agencies such as MIDA and the Ministry of International Trade and Industry.
He hoped that Penang's success in attracting investments and re-investments last year will spur more investors to continue investing in Penang and to continue re-investing and staying in Penang instead of moving to another country.
"Our target for last year was to achieve investments of RM4.2 billion so this RM12.238 billion far surpassed our goal," he said, adding that the state government had initially planned to set the investments target for this year at RM4.2 billion but considering the circumstances, they may need to re-assess the situation before setting a goal for this year.
He added that Penang's contribution of RM12.238 billion constitutes 26% of the country's total investments of RM47.177 billion last year.
It was earlier announced that the country recorded a surge of 45% in investment performance last year from RM32.637 billion in 2009 to RM47.177 billion last year.
According to the investment list by MIDA, Penang has a total of 128 projects, half of which are new investments amounting to RM2.846 billion while the other half, amounting to RM9.392 billion were re-investments by existing corporations.
In comparison, in 2009, Penang received a total of 61 new projects amounting to RM1.368 billion and 43 re-investment projects amounting to RM796.9 million bringing the total investments in 2009 to only RM2.165 billion.
Selangor came in a close second for last year, recording a total RM10.641 billion in total investments, out of which, RM4.354 billion were new investments.
Johor is third with total investments of RM7.464 billion out of which RM5.559 billion are new investments.

Lim warned that Malaysia risked not having a Special Area Plan (SAP) for George Town prepared as required by Unesco, because of the Federal Government’s failure to provide any financing for such a purpose.
He said Malacca had already completed its formulation of the SAP as it had received direct funding from the Federal Government.
“We hope the Federal Government will expedite the allocation for George Town’s SAP,” he said, adding that the state required between RM2 million and RM3 million for the SAP.
Malacca has been provided RM30 million by the Federal Government since it was jointly conferred World Heritage Site status with George Town by Unesco in July 2008.
The Penang government has not been given any amount, even though the 2009 Budget announced by former Prime Minister and Finance Minister Datuk Seri Abdullah Ahmad Badawi had set aside RM50 million for both the George Town and Malacca heritage zones.
“Unlike Malacca, Penang is forced to source for its own funds because of the discriminatory policy of the Federal Government,” Lim said.
“We are afraid we may not meet the deadline to submit it by February next year,” he added. “I urge the ministry to be serious and not play around in this matter.”
“The Unesco heritage award was not just given to Penang, but to the whole country.”

"Even with increasing prices of petrol and materials, how could it increase by RM1.6 billion within a a year?
"The inflation rate last year was only about 2% so the costs should only increase by 2%, not 60%," Lim Guan Eng said.
Lim said the higher cost will only burden the people of Penang as it would mean higher toll rates.
"They should get Petronas to sponsor the bridge project. What is RM4.3 billion to them if they could spend extravagantly on gala dinners overseas and buying their own private jets?" he said.
He also said the federal government should explain to the people why the costs have increased so much within a year.

On whether the change in the state government will affect federal funding for the state, Lim said he hoped that would not be the case as it is a constitutional requirement to channel funds for state development.
On transparency:
The state government will implement an open tender system for government procurement and contracts.
"Government procurement will only be awarded through open tender, and priority will be given to Penang-incorporated contractors. An online portal will be set up to publish the list of qualified contractors and will also display relevant details and tendering process for public scrutiny.

To reduce the burdens of the lower-income group, all summonses for illegal hawking and parking offences issued by the state's two municipal councils before March 11 (today) waived.
"The waiver of the arrears is just a one-time policy decision to show we care for you but we want the people to adhere to the law from today onwards.
"If there are any illegal acts, they must pay for it. We want the law to take its course," Lim said.
He did not know how much the "angpow" would cost the state but assured the people this move did not deprive the state of its income

Lim Guan Eng is a Malaysian opposition politician who spoke out against the rape of a schoolgirl by a government minister. For speaking out Lim Guan Eng was sentenced to three years imprisonment, the schoolgirl to three years 'protective custody', the minister has so far not been charged.
Tan Sri Abdul Rahim Tamby Chik was Chief Minister of the State of Malacca. He raped a 15-year old schoolgirl. Because of the rape accusation and pending corruption charges he was forced to resign. To date, no charges have been brought against him for the rape, the corruption charges have been dropped.
The 15-year old schoolgirl was initially detained for 10 days without parental consent. She has subsequently been sentenced to 3 years 'protective custody' in a house for 'wayward girls'. At the subsequent trial of Lim Guan Eng the girl gave evidence that she had a sexual relationship with the minister (under Malaysian Law, under age sex constitutes Statutory Rape).
Lim Guan Eng raised the anomalies of the case, after the girl's grandmother (the girl's guardian), one of his constituents, brought the case to him and sought his help. On 28 February 1995, Lim Guan Eng was charged under the Sedition Act for prompting 'disaffection with the administration of justice in Malaysia'. On 17 March 1995, an additional charge was brought under the Printing Presses and Publications Act for 'maliciously printing' a pamphlet containing 'false information', specifically that he had used the term 'imprisoned victim' to describe the rape victim.
At his first trial in 1997, Lim Guan Eng was convicted on both counts and fined RM 15,000 (US $6,000). The State appealed to the Court of Appeal against the 'leniency' of the sentence. At a subsequent hearing before the Court of Appeal (1 April 1998), the sentence was increased to 3 years imprisonment.latest:(for both malay and english version)
After a series of appeals, Lim was sentenced to 18 months imprisonment. He was, however, released after 12 months on August 25th 1999. Due to his incarceration he was disallowed from standing for election to public office for a period of 5 years, and he was therefore ineligible to contest in the 2004 Malaysian General Election. He is a candidate in the Bagan parliamentary seat as well as the Air Puteh state assembly seat in Penang in the 12th Malaysian General Election.
